No NDAA vote this week, HFSC clears anti-fraud bills
The House headed back home to their districts Tuesday without voting on the National Defense Authorization Act (NDAA), but not before the House Financial Services Committee advanced a series of bills Tuesday.
This includes several pieces of legislation to provide credit unions additional resources to fight fraud, including:
- Strengthening Transaction Oversight and Preventing (STOP) Payments Fraud Act of 2026 (H.R. 9331), to provide credit unions with stronger, more flexible tools to combat payment fraud while better aligning regulatory standards with today’s needs. Introduced by Rep. Young Kim, R-Calif., it passed 51-0;
- Credit Access and Inclusion Act of 2025 (H.R. 5402), which would allow lenders to recognize alternative data payments, such as rent, utilities, and telecom payments, to help credit invisible consumers qualify for financial products. Introduced by Rep. Young Kim, R-Calif., it passed 28-23;
- Fair Credit Reporting Act (FCRA Liability Harmonization Act; H.R. 5775), to improve fairness in the enforcement of the FCRA by aligning its class action liability provisions with those found in other federal consumer financial laws. Introduced by Rep. Barry Loudermilk, R-Ga., it passed 27-23; and
- Fair Credit Reporting Reseller Accuracy Act (H.R. 8141), which promotes fair access to credit by ensuring resellers verify the information they distribute. Introduced by Reps. Mike Lawler, R-N.Y., and Josh Gottheimer, D-N.J., it passed via voice vote.
