Speaker: Katie Ford, Associate Director – FinCEN Strategic Operations Division
The Financial Crimes Enforcement Network (FinCEN) plays a crucial role in safeguarding the financial system from illicit activity by countering money laundering and the financing of terrorism as well as promoting national security. FinCEN is both the regulator of the Bank Secrecy Act and the U.S. financial intelligence unit, which means it is responsible for collecting, analyzing, and disseminating financial intelligence. During this session, attendees will learn about FinCEN’s priorities for the upcoming year as they relate to the Corporate Transparency Act, Anti-Money Laundering/Counter-Terrorist Financing Program Rule, and other policy initiatives. Attendees will also get a unique glimpse into the role of FinCEN’s Strategic Operations Division, which is dedicated to forging partnerships with industry, international counterparts, law enforcement, and other key stakeholders to combat financial crimes, and to learn about areas in which FinCEN and credit unions can work together.

The financial flows tied to Fentanyl trafficking are increasingly complex and challenging to detect, posing significant issues for credit unions and other financial institutions. These transactions, often obscured by third-party money laundering (3PML) schemes, play a crucial role in perpetuating the global Fentanyl crisis. This session will explore the intricate financial patterns linked to Fentanyl-related activities and their impact on credit unions, including compliance and regulatory concerns. Attendees will learn how enhancing detection capabilities and utilizing public-private partnerships can effectively address and disrupt these financial flows, contributing to a more effective SAR reporting response to the crisis.
Learning Objectives:
- Identify Key Red Flags and Typologies
Equip attendees with knowledge of the common red flags and typologies associated with Fentanyl trafficking and 3PML to improve detection and reporting. - Enhance Suspicious Activity Monitoring and Reporting Programs
Provide practical strategies to strengthen credit unions' suspicious activity monitoring systems for identifying and reporting drug-related financial transactions, with a focus on effective SAR narratives. - Leverage Public-Private Partnerships
Demonstrate how credit unions can collaborate with law enforcement and public-sector partners to improve information sharing and combat the financial flows fueling the Fentanyl crisis.
Speaker: Stephanie Painter, Risk Management AVP, DuPont Community Credit Union
As models have become increasingly important to credit unions’ operations, the importance of constructing and validating an effective model has grown. In this session, attendees will learn the basics of what a model is and how it differs from data validation, including in-depth topics, such as how to build a risk-based model, how to maintain and defend the model, and strategies for documentation.

Speaker: Mike Bruno, Postal Inspector, U.S. Postal Inspection Service
The U.S. Postal Inspection Service (USPIS) will highlight the prevalent and impactful check fraud schemes that are affecting consumers, financial institutions, and law enforcement alike. While it is often viewed as a relatively unsophisticated financial crime, Bank Secrecy Act (BSA) data indicates that check fraud is exacerbated by social media and is often linked to networks engaged in multiple crime typologies. In this session, USPIS will:
- Discuss mail theft and associated violent crimes that lead to incidents of check fraud
